The soil under Rogers

My Pinnacle Hills basement smells musty even with the HVAC running. What is happening?

Almost always humid air condensing on cool concrete, plus minor seepage at cold joints. Running the HVAC does not fix it because the air handler is not sized to dehumidify that space.
